oaks + oars is the leading private, independent, for-profit, non-partisan social enterprise comprised of dynamic decentralized teams committed to changing people’s frameworks on issues in their local communities, their region, and globally. we work to develop new ideas for public policy, and when necessary, we create new fields of knowledge. we plan for impact, learn from experience, and make the greatest difference on public ideas and policy decisions. we don’t exist to collect and prove the data, but to defy the data.
